SOVIET WITHDRAWAL MANCHURIAN REGION (9 am.) CHUNGKING .March 25. The Foreign Minister, Mr. Wang Shih-chieh, told the People’s Political Council that Russia had <-ent a Note to China promising the withdrawal of all the Soviet forces from Manchuria not later than April 20. The Moscow radio commentator, M, Milhail Mikhailov, said the delav in withdrawal was due to a request by the Chinese authorities, who were unable to take over immediately in the north-eastern provinces. The . bitter winter also delayed the evacuation.
