RESTORING INDUSTRIES U 1 a.m.), NEW YORK, Jan. 17. The United States plans to ship raw materials to Japan, Korea and the American occupation zones of Germany and Austria to permit a revival of certain key civilian industries. The New York Times correspondent reports - that a liberalised occupation policy has not yet been worked out, but the War Department has arranged for the. shipment of 50,000 bales of cotton to Germany and a very large Shipment of cotton to Japan is also contemplated. Commodity credit corporations’ representatives who • are now in Japan are studying the needs < of the Japanese industries. | Explaining the new policy, Government officials said the army of,occu- ' patidn forces had been confining their activities to preventing disease and unrest. However, the unemployea populations had increased the occupation problems. Therefore, materials would he supplied to selected industries, primarily to avoid riots and other disturbances.
