PRESIDENT’S PROGRAMME (10 a.m.) WASHINGTON, Dec. 19. Congress raced towards the Christmas recess, leaving the great bulk. of President Truman’s 21-point legislative programme untouched and side-tracking the bills designed to curb Labour strife. The Senate to-day authorised 1,300,000,000 dollars for UNRRA, but of President Truman’s 24 points announced in September Congress acted favourably on only three —tax reduction, surplus property administration and Government reorganisation. The present indications are that President Truman’s request for factfinding panels in labour disputes will be side-tracked till February.
