FEDERATION PLAN
EUROPEAN STATES AUSTRALIA-N.Z. LINK ' BRITISH M.P'S OPINION \ (9 a.m.) SYDNEY, Oct. 24. A union of Australia and New land with the Federation of European States, was advocated by Mr. A. R. Gj Mackay, a member of the House oi Commons, who is visiting Australia, in an address to the Australian United Nations’ Assembly. Mr. Mackay said the British CorrW monwealth of Nations could not conj tinue to exist as a Power in world politics. The granting of independence to the native populations as in India and Africa would reduce the popular tion to 75,000,000. “The British commonwealth would not then have the political or ecoiij omic power to exist,” he said. “World peace cannot be guaranteed by the San Francisco Charter or of security councils working on the principle - that all nations are soveiN eign and equal. “The first step towards a world fed! eration of nations is the formation oi a federation of European States t ini eluding the British Isles and giving representation to Australia and Nevi Zealand. Only by such a federation! with an elected Parliament, is itpoej sible to get the economic, political and industrial organisation and the authority to enforce law and order in a given area. A world federation caq guarantee world peace only if it re presents five to seven strong political Powers. “Probable spheres of authority are i federation of the European Statesj Russia, India, China, and an African federation of the United Statfes and J South American federation. One real son for the failure of the League oi Nations was that it represented tod many national units at different level! of political and economic develops ment.”
