LIMITING POWERS
THE NEW ASSEMBLY STABILITY IN TRANSITION (Noon)- LONDON, Oct. 23. Limitation of the powers of the new French Constituent Assembly means that, while the new Constitution is being drafted the Assembly will divide i.ts powers with the Executive. When advocating this arrangement, in a speech in the Legislature last July, General de Gaulle said that to give the Assembly sovereign, powers in the transition period (while the Constitution was being drafted) would expose .the nation to grave governmental confusion. The new Constitution, when produced, also must be submitted to a referendum. Should' it be rejected, a new Constituent Assembly will be elected and the process of Constitu-tion-drafting will start again. When advocating that the Constitu-tion-drafting Assembly should not have complete sovereignty, General de Gaulle emphasised the need for assurances of stability. He recalled the terrible price paid by France before 1940 “because successive Governments were subjected to bargaining inside and outside the Cabinet.”
