AMERICAN PROPOSAL
LOW INTEREST RATE
(10 a.m.) NEW YORK, Sept. 27. American officials who are working out plans to help the British, are believed to favour a loan of 5,000,000,000 dollars at a low rate of interest without strings where the money can be spent, says the Washington correspondent of the Associated Press. The presentation of the plan to Congress depends on further negotiations and the formal acceptance of the idea in London and Washington.
