NEGOTIATE A TREATY

EVENTS IN HUNGARY (3 p.m.) LONDON, Sept. 26. It is reliably learned that the United States has extended recognition to the Hungarian Government in the form of an offer to negotiate a peace treaty, says the Associated Press correspondent in Budapest. The head of the American diplomatic mission. Mr. Arthur Schoenfcld, handed the Foreign Minister the American Note of September 22. two days before the Russians offered to recognise the Government, and Dr. Mikl.os accepted the offer. The American move is understood to have been made after a conference “at a high level,” but Marshal Voroshilov, who is chairman of the Allied Control Commission for Hungary, was apparently unaware of it until September 23.

The Moscow radio says Marshal Voroshilov informed Dr. Miklos that Russia had decided to restore diplomatic relations between Russia and Hungary and exchange envoys.. This decision was taken in consideration of Hungary’s assistance in the fight against Hitlerite Germany and Hungary’s lnval fulfilment of the armistice terms. The provisional Hungarian Government has expressed satisfaction with the decision.
