FOUNDATIONS LAID NEW YORK, Sept. 2. Referring to the abolition of the Office of War Information, the New York Herald-Tribune’s corresoondent in Washington says President Truman has transferred the Office of War Mobilisation and its functions to the State Department, thus laying the foundation for the United States’ first peace-time propaganda agency. The President said the nature of the present day’s foreign relations makes it essential for the United _ States to maintain information activities abroad as part of the conduct of our foreign affairs. The new agency will endeavour to see that other peoples receive a full and fair picture of American life and the United States Government aims and policies.
