CANBERRA RECEPTION CANBERRA, Jan. 3. The Duke of Gloucester may open the Federal Parliament on February 21. The Duke and Duchess will probably be in Canberra for some time before Parliament opens. The Duke will be sworn in as GovernorGeneral as soon as posible after his arrival. Official gatherings planned for the Duke and Duchess have been cut to a minimum. The reception at Parliament House will be limited to 100

quests, including Federal Ministers, Foreign Ministers, High Commissioners and State Premiers. Intending non-official visitors to Canberra- for the Duke’s arrival iiave been advised to stay away because they will have little chance of getting accommodation.
