PROPOSALS AT MONTREAL INTERNATIONAL CONTROL (10.30 a.m.) NEW YORK, Oct. 31: Proposals decided by the Empire air conference at Montreal lor submission to the international conference at Chicago are as follows: (1) An effective international air authority should be established through a permanent convention in the interests of peace, security and air development: (2) routes should be established providing a complete system of air communications between different parts of the commonwealth and empire: (3) a standing commonwealth air transport council should be established to provide for consultation and exchange of information among members. In general, says the New York Times correspondent in Ottawa, the conference found that a complete system of communication should be established linking five continents without passing outside Empire territory. . The only two important gaps in the system are Hawaii and Viadivostock.' The conferees repeatedly insisted that there should he international air control. No British country wanted an Empire air service purely as such.
