SOVIET. NEGOTIATIONS (10.30 a.m.) WASHINGTON. Oct. 31. Referring to the air conference, Mr. E Stettini'us. American Under-Secre-tary of State, said Russia’s absence was regrettable but air negotiations with Russia would be continued through bilateral talks. The Soviet Ambassador. M. Gromyko said tbn Russian delegation, which is reported to have reached Edmonton, Canada, would not now continue to Washington.
