RIGHTS IN LIBERIA U.S. TROOPS IN COUNTRY (10.30 a.m.) WASHINGTON, Dec. 3. The State Department announced that Liberia has granted air-base rights to the United States for the duration of the war. The agreement gives the United States the right to build, control, operate and defend airports in Liberia and lo assist also in the protection and defence of any part of Liberia which is liable to attack. The department also announced that American troops are already in Liberia.
