The magistrate said a iproblem had arispmm-the, administration of the Child Welfare Act in consequence of the present wave of juvenile prostitutes. a, “The receiving homes are ■ quite -unr suitable for this class of juvenile,, said the magistrate. ‘JTheir fSresencj: in the homes is dangerous-, bouton medical and moral grounds. lhe others in the homes are not necesl •sk “if have no parents, or, if theykhave, the parents are neglecting their responr sibilities. This- is a special class o| person, and /the organisation and training of the staff of these homefe has no.ffbeen directed toward keeping in coritroland looking after this' type of inth a te’. ! “We know there bris been a £re;it deal of difficulty. .Girls have ...broken away giviriff the'police a great deni of trouble in locating them at a time when they sliffffkl be strictly segrej ignted. There is a compelling need for tlie immediate establishment of d separate institution in which this class of girl can be kept while in the care of the State or, undergoing treatment. We, understand there is q suitable buildipg that could be ncauired for the'purpose. “I hope the Minister of Health and the Minister of ,Education, who is responsible for child welfare, will have the matter inquired into without delay,” said Mr. Luxford.
