The Minister of the Interior, Mr. Lawrence, in a statement on reasons for the black-out in certain coastal areas, says the immediate, danger is i.ot so much from the air as the sea. “It is well known that enemy submarines have been near our Indian Ocean coast. The black-out has already been introduced m Durban and Port Elizabeth, and will shortly be introduced in East London and other coastal towns. A permanent black-out of Capetown is under consideration.” _
