DEBT TO SEAMEN
(9 a.m.) LONDON, June 28. “The debt which is owed to seamen by humanity can never be repaid,” said Mr. F. W. Leggett, chief adviser to the Ministry of Labour on industrial relations, at the opening session of the joint maritime commission of the International Labour Office in London. Twelve countries are represented on the commission.
