The United Mine Workers’ Association won a victory in the captive mines’ dispute when President Roosevelt’s three-man arbitration board ruled for a union “shop.” involving the introduction of compulsory unionism, by two votes to one. Both companies and the mines previously agreed to abide by the decision.
