NEW ORDER IN FRANCE (Reed. Aug. 18, 11 a.m.) VICHY, Aug. 17. A decree has been issued announcing that French Cabinet members from the vice-Premier down and all civil servants in future will swear the oath of fidelity to Marshal Petain instead of France.
