AMERICAN SENATORS (Reed. Aug. 15, noon) WASHINGTON, Aug. 14. Senator Wheeler said yesterday that the close House vote on the draft extension bill was a clear indication that the people of America would not tolerate carrying on an undeclared war, and also clearly indicated that the Administration could not get a declaration-of-war resolution through Congress. Senator Fish declared that Congress could be depended on to vote three to one against involvement in wars in Europe, Africa and Asia unless America was attacked.
