Baron Kichiro Hiranuma, the Japanese Home Minister, warned provincial governors to-day to be ready for a - big crisis in East Asia at any moment.

The serious situation caused by the intensified economic blockade of Japan by the United States and Britain, and increased British and American aid to China had made precautions imperative.

Baron Hiranuma urged the governors to take all the necessary measures to cope efficiently with any development, and particularly urged training in air raid precautions.
