A danger from pedestrians with torches in the black-out has received prominence in England lately. Some pedestrians shine them in approaching motorists' eyes when they want to cross the road. This practice is slated to have caused several serious accidents.
The zeal of a rperlal constable in chasing ,i car which v. as exceeding the speed limit in £ng:ai: 1 led to his own appearance in Court on a charge of exceeding the speed limit. It was stated in court that special constables had no powers to deal with cases of speeding. No fine was imposed, but his license was endorsed.
