MOSCOW CONFERENCE MR. MATSUOKA’S BELIEF VICTORY FOR THE AXIS POLICY BASED ON PACT (Reed. April 9. 9 a.m.) LONDON, April 8. According to a report from Moscow, the Japanese Foreign Minister. Mr. Matsuoka, conferred with the Soviet Prime Minister, and Foreign Minister, M. Molotov, for four hours. Mr. Matsuoka sent a message to the Germans and Italians: “M.y visit served to strengthen my belief in the victory of the Axis and the successful establishment of the new order.’’ Mr. Matsuoka also sent the following message to the German Foreign Minister. Herr von Ribbentrop: ‘‘l heard your broadcast on the Yugo-slav-Greek situation. Heil success and good luck.”

A Tokio message says that the Japanese Prime Minister, Prince Konoye, in opening a conference of governors, reasserted that Japanese diplomatic policy is based on the tripartite pact.

He said that Japan desires to “solidify more and more co-operation with friendly nations in order to restore world peace as soon as possible.”
