MATSUOKA’S QUEST
SOVIET AGREEMENT POSSIBLE BERLIN VISIT (British Official Wireless.) Reed. 9 a.m. RUGBY, Feb. 28. The report from Shanghai that the Japanese Foreign Minister, Mr. Yosuke Matsuoka, is to visit Moscow and Berlin has attracted some attention in London. If the report, which there is no reason to doubt, is true, it suggests that Japan is still striving to reach an agreement with Russia. As for the possible visit by the Japanese Foreign Minister to Berlin, 'the comment is made in London that similar visits by other foreign statesmen suggest the Japanese are, likely to get the best of that argument.
