LITVINOV'S FAILURE COMMUNIST PARTY COMMISSARS WARNED (Elec. Tel. Copyright—United Press Assn.) (Reed. Feb. 22, 2.15 p.m.) MOSCOW, Feb. 21. The Communist. Party conference removed M. Litvinov, the former Foreign Minister, from the central committee of the party “for not securing the fulfilment of his obligations as a member.” The conference elected the new Russian Ambassador to Berlin, M. Dekanosov, to the committee, with M. Maisky, Ambassador to. Britain, as a reserve member. The conference warned M. Kaganovich, Commissar of the Aviation Industry, that-if he does not improve his work he will be removed from the central'committee. It also warned the Commissars of Military Supplies, Merchant Marine, and the Chemical, Fishing and Electrical Industries. Newcomers to the committee include M. Kuusinen, the Soviet’s puppet Prime Minister in the Soviet-Finnish war.
