The United States Secretary of Labour, Miss Frances Perkins, has predicted that in 1941 war orders would employ between 5,000,000 and 6,000,000 persons. She estimated that by the end of 1940 30,000 would be working on naval vessels, the contracts for which had been placed in June and August.
