ENVOY OF JAPAN (Reed. Oct. 23, 9 a.m.) OTTAWA, Oct. 22. The Prime Minister of Canada, Mr. W. L. Mackenzie King, had a lengthy conference with the Japanese representative, Mr. Yoshizawa. The meeting was unofficially interpreted as providing grounds for increasing optimism in the delicate situation.
