SUBMARINE WARFARE

ROYAL NAVY PREPARED LONDON, Oct. 18. Naval writers say it must be expected that the Germans will use all their submarines this winter. The U-boat service has taken, many months to recover from the defeat it suffered in the early part of the war. It is assumed that a new submarine fleet is now ready for duty, but the skilled men lost last autumn and winter cannot be replaced, as each man had had training lasting six years. Similar training cannot be given in six months, and the present crews myst be' a scratch lot. It is believed that the new submarines in commission do not exceed 60,- assisted by* some Italian submarines. The Royal Navy last winter ’destroyed 17 out of every 20 submarines, and can do it again with the reinforced destroyer strength.
