The president of the Filipino Federation of America, Senor Hilario Camino Moncado, has filed nomination as a candidate for the commonwealth president in 1941. He is advocating a perpetual commonwealth under the protection of the United States and proposes they should give the United States bases in the Philippines in return for American aid for education and business development.
