HUGE DEFENCE BILL

AMERICAN PROGRAMME WAR OUTPUT PLANS (Reed. Jun'e 1, 9 a.m.) WASHINGTON, May 30. President Roosevelt is sending a message to Congress to-morrow requesting urgent additional appropriations of over £250,000,000 for the army and navy, making the defence programme for the coming fiscal year £1,100,000,000. After a meeting of the defence commission, President Roosevelt told a press conference that it was hoped to reach full production of war materials within six months. He added that the events during the last fortnight required the United States to prepare larger initial defences, more tanks, anti-aircraft guns, air fighters and ammunition.

The message seeks a vast civilian programme to train • technicians, mechanics and other crews essential behind the lines. It is to be developed through expansion of civilian pilot courses to instruct 50,000, expansion of the National Youth Administration’s vocational training and also limited training of members of the civilian conservation corps in noncombatant technical skill. The message indicated that it is planned to train 1,000,000 youths.
