D'R. BENES’ WARNING GERMAN RESPONSIBILITY (Reed. March 2,2 p.m.) LONDON, March 1. The former President of Czechoslovakia, Dr. Edouard Benes, in a speech at Cardiff, said: “For the present war and for all the horrors of Nazism, Germany ;s responsible as a State and the Germans are responsible as a nation. My fear is that the demo-, trades do not see that the essence of this struggle is the destruction of.the: Nazi 'ideology in addition -to the Nazi; regime and military machine. “Every nation Is responsible for its Government—a democracy because it elects a Government and a dictator-: ship because it tolerates and Obeys -its; dictator. I do not mean that a policy : of vengeance and destruction is. •necessary after the war, but it is folly to -believe that we are fighting only against Nazism. It will be necessary to create a Europe in which it will be Impossible -'for any hew Hitler to arise.”
