RESTRICTION DENIED THREE U.S. FACTORIES (Reed. March 2, 9 a.m.) NEW YORK, March 1. The Washington correspondent of the New York Times says that a high administration official stated to-day that Britain and France were at present without a plan for the placement of a £250,000,000 aviation procurement in the United States. He denied reports that orders would be confined to three companies, namely, the Curtiss-Wright, the Martin and the Douglas companies. He added that the Allies took an option over the production of the three companies with the intention of confining the procurement, but the Allied War Council failed to approve of this. He denied a report that the rejection was based on the United Stales War Department’s objections to the plan,
