AMERICAN AUTHORITY (Reed. March 2, 9 a.m.) ■ WASHINGTON, March 1. President Roosevelt to-day sent a wireless message to the loans administrator, Mr. Jesse Jones, giving authority to proceed with the Finnish loan. He said that he was signing the Export and Import Bank Bill to-mor-row.
