The statement added that Britain was attempting by the navicerts to involve neutrals in the war. If they accepted the system Germany would be faced with a new situation in which she would act energetically. Neutrals accepting the navicerts would “obtain no alibi in German eyes. On the contrary they would be most suspect.”
