STAND BY CONGRESS NO MORE NEGOTIATIONS (Reed. March 1, 9 a.m.) PATNA, Feb. 29. After listening to Mahatma Gandhi’s 90-minute speech in which he detailed the recent conversations with the Viceroy, the Marquess of Linlithgow, the Indian Congress Party working committee yesterday decided against further negotiations with the Viceroy. The committee decided that there is no common ground between England and India and that Britain’s war aims are not applicable to India since Britain was unwilling to transfer power to the Indian people. A resolution in these terms is being prepared for submission to the Congress.
