TOKIO DECLARATION ACTION BY BRITAIN (Reed. Feb. 29, 9 a.m.) NEW YORK, Feb. 28. The Tokio correspondent of the Associated Press of America says the Japanese Foreign Office stated to-day that the British Government was surrendering nine Germans taken from the Asama Maru “somewhere in Yokohama waters” to-morrow, after which they would be taken into custody by the German Consul-General.
