FEARS OF EMBARGO

(Reed. Jan. 23, 11 a.m.) TOKIO, Jan. 22

The Foreign-Office spokesman told the United Press that Japan was watching the Washington talks with great concern. The conference will include a discussion of the,American moral embargo, which is important and psychologically undesirable from the Japanese viewpoint.

Probably before the expiration of the pact, Japan would issue an ordinance preventing the invocation of differential duties against the United States, which otherwise will automatically be applied.
