BORDER DISPUTE

(Reed, Oct. 23, 1 p.m.) LONDON, Oct. 22.

A message from rokio quotes the Domei Agency as stating that Russia and Japan are appointing representatives to negotiate questions still penfing following the partial solution of the border dispute.

A British United Press message states that there is no official indication of a Russian-Japanese non-aggres-sion treaty, but it is significant that the well-informed newspaper, Asahi, which is inclined to a pro-British and pro-American foreign policy, warns the Japanese Government “not to follow the policy of its predecessor (which fell when the pro-German programme failed) and become too deeply involved in the European situation.”
