If the rebate applied to all the counties on the West Coast, it would be a different matter - XI X XI Mr Beckett suggested that the Rotomanu branch should make contact with other branches of the federation which were in the Grey County. Mr P. J. O’Regan expressed the view that the system of rebate would not give any substantial benefit. He pointed out that each local body plotted out in its estimates a certain amount of expenditure for each year, and that if the rebate were granted the body simply had to levy a heavier rate.
