U.S. EIGHT-MEMBER CABINET TO OPERATE IN GERMAN ZONE

LONDON, August 1 (Rec. 10 a.m.). —The Associated Press Berlin correspondent says that Mr John McCloy, the New American High Commissioner designated for Germany, announced today that a neight-mem-ber “Cabinet” would replace the present United States Military Government organisation when the new West German Federal Government is formed. In addition, each of the four German States in the American zone would have a State high-com-missicner directly under Mr McCloy. American observers would also be stationed in each State of the British and French zones.
