PLAIN WARNING GIVEN BY AUSTRIAN MINISTER

VIENNA, May 20 (Rec. 11.30 a.m.).—The Foreign Minister, Dr Karl Gruber, warned tonight that if the Big Four Foreign Ministers failed to solve the Austrian problem at their Paris conference, Austria would throw overboard the draft treaty and, if necessary, refuse to pay any more occupation costs. In the event of such failure, Austria would put the matter of the evacuation of the country on the agenda of international conferences and claim the right to set up a federal army. If any of the Great Powers refused that request, Austria would accuse that Power of an aggressive act.
