SOVIET BOYCOTTS UNO MEETING ON PALESTINE
NEW YORK, April 5. The United States today presented to an informal meeting of Security Council delegates a 15-point plan for trusteeship in Palestine. It was emphasised that the presentation of the plan did not commit the United States to any final line of action. .Mr Warren Austin, the chief United States delegate, said that the plan was submitted in the hope that it would draw ideas from other delegates, so that a multilateral trusteeship proposal would be ready for submission to the General Assembly on April 16. Mr Gromyko continued the Soviet boycott of trusteeship matters today and was supported by Mr Vassily Tarasenko (Ukraine). Mr Gromyko said earlier in the day that the invitation to discuss trusteeship with Mr Austin was informal, and he would disregard it
