GUATEMALA CITY, March 12

The Foreign Affairs Committee today presented a draft resolution to the Guatemalan Congress urging that the Government of Guatemala should be asked to “study the possibility of breaking off diplomatic relations with England.” The committee recommended also that the Government take unspecified steps for the “recovery of the national territory of Belize (British Honduras).” The Congress began a debate on the measure.
