-GOVERNMENT TROOPS NOT ENGAGED (Rec. 10.45 a.m.) LONDON, Dec. 5. A Persian military spokesman denied the Tabriz radio report that the Azerbaijan border has been crossed and that fighting has broken out, says Reuter’s Teheran, correspondent. The spokesman added that the Government forces remained on the Azerbaijan border and would not fight without orders, which, so far, had not been given. He said, however, that the Zolfaghari tribesmen, who were loyal to the Government, had attacked the Azerbaijan troops in. a 10-minute clash.
