FRENCH COMMUNISTS
MANIFESTO ISSUED (Rec. 2 p.m.) PARIS, October 16. The Communists have responded to the M.R.P. pre-election offer of a coalition with the Socialists by issuing a manifesto saying that France should return to the pre-war Leftist Popular Front Government. The manifesto added that the establishing of lasting peace depended on the common efforts of a Republican majority coalition such as the Communists, Socialists, , Radicals and trade unions could form.
