ESTONIANS BARRED
EXCLUSION FROM UNITED STATES (Rec. 1.30 p.m.) WASHINGTON, October 17. - A Justice Department spokesman announced that 18 Estonians who sailed in a small sloop across the Atlantic to seek freedom in the United States have been ordered to be excluded because no legal ground could be found for admitting them. The decision also affects 29 others who arrived in a small craft subsequent to the landing of the 18 at Miami.
