SECRET PLAN TO BREAK POWER DISAGREEMENT DEVELOPS NEW YORK, March 19. The New York Herald Tribune’s Washington correspondent says that a secret Teheran understanding between Mr. Churchill, Mr. Roosevelt, and Mr. Stalin on Italian peace terms has come to light in diplomatic circles. The Big Three orally agreed that Italy should be permanently stripped of her colonies and should be broken up as a Mediterranean Power. Trieste was to be internationalised. This disclosure has a special significance at the present time because United States Government sources have indicated that an announcement of a postponement of the Euro-| pean Peace Conference originally ! scheduled for May 1 at Paris may! come within ten days. The chief factor responsible for the possible j postponement is a Failure to reach, any agreement on an Italian peace draft, which is the first matter on the agenda of the Paris conferenced Diplomats said that they did not! know just when the Big Three began to disagree on the Italian terms, but the American foreign policy changed shortly after Mr. Roosevelt’s death.
