OCCUPIED GERMANY

BUREAUCRACY SMASHED (Rec. 1.10 p.m.) FRANKFURT, Sept. 18. American authorities in the past few months smashed Prussian Bureaucracy, said Dr. Walter Forn, adviser to the United States military Government. The German civil service has been wrecked, he said. This was a revolution comparable in historic importance with the Russian breaking up of the Junker estates. Many middleclass Germans felt the Americans had gone too far in the de-Nazifica-tion policy, but German middle-class never had a political outlook and lacked political traditions. The most reliable anti-Nazis were of course Communists. The old men were now running German local Government, because of the lack of more suitable replacements. The middle-class must learn to take responsibility.
