OVERTURES TO INDIA. [BY CABLE —PBESS ASSN. —COPYBIGHT.] BERLIN, November 3. Thirty Indians are receiving facilities to leave Germany as friends. The German Official News Agency declares that the Indians are enemies of Germany only technically, that is, by force of circumstances over which they have no control, because the people of India have been dragged into the war against their will.
