Earl Winterton, in a speech, said that those unamiable septugenarians, Lloyd George and H. G. Wells, had recently been screaming defiance against dictators, and Mr Chamberlain what an odd way for these old gentlemen to spend their last year’s. They were scolding the world which had long ceased to take either seriously.

JAPANESE POLICY.

Mr. Ariia. in a speech on ihe reopening of lhe Diei, said Japans schemes for China did not threaten China's or foreign Powers* indepondence or interests. He pointed out that as the result of Japan's actions in Manchukuo 30,000,900 people worked in security, and Anglo-Ameri-can trade had improved. Referring to Japan's plan , foi creating a new order in East Asia, in which China, Japan and Manchukuo preserving their independence and individuality, would unite lor active collaboration ami mutual aid. he declared that. Japan was convinced such new order was not only necessary for the existence of the healthy development of China. Japan and Manchukuo. but was conducive lo real peace and' well-being throughout lhe asks neither territory nor indemnity from China, and will respect her sovereignty. She is prepared to consider the abolition of extra-terri-toriality rights and foreign concessions.
