PAN-AMERICAN CONFERENCE
“COMMON FRONT” PROPOSAL.

LIMA, December 13.
The Argentine and Mexican delegations submitted to the Pan-Ameri-can Conference a joint declaration that the 21 American Republics will present a common front against foreign armed aggression or attempts to implant undemocratic systems in the Western Hemisphere. The declaration, which in effect would give multi-lateral character. to the Monroe Doctrine, is expected, to be presented for action at the .full conference meeting to-morrow. EXCHANGE AND TRADE. WASHINGTON, December 13. Mr Morgenthax? (Secretary of the Treasury), disclosed that the Treasury ■with Mr Roosevelt’s approval, was earnestly studying co-operative effort with the Treasuries of South and Central American countries in an effort to make available adequate exchange facilities, and otherwise stimulate trade. He indicated the programme might include loans, which would require Congressional approval.
