EGYPTIAN PREMIER
OUTLINE OF POLICY.

LONDON, January 2
Tho Cairo correspondent of the “Daily Telegraph” states that King Farouk gave an audience to the new Prime Minister (Mohamed Mahmoud) at the palace this evening, after the new members of the Cabinet, who were members of the Opposition parties, took the oath. Mohamed Mahmoud, interviewed, said: “We intend to put the Governmental machinery in order again. We intend that all our actions shall be in accordance with the spirit of the Constitution. Our relations with foreign Powers will continue to be friendly, particularly with our ally, Britain, and we will implement the spirit of the treaty in which it was negotiated.” After a meeting of the Wafd Party, Nahas Pasha said: “The question had been whether there was 1 to be a constitutional or purely despotic Government.”
The Cairo correspondent of the “Daily Herald” states that Mohamed Mahmoud will not be able to face Parliament, where he will not be able to muster many votes, and consequently the chamber will be adjourned repeatedly until he feels ready to dissolve it and organise new elections. In spite of strict police precautions, some slight rioting occurred in Cairo and elsewhere in the afternoon.
UPROAR IN PARLIAMENT.

Aji uproar occurred in Parliament, Deputies shouting down the Secretary deputed to read the King’s prorogation, in the absence of the Ministers. Nahas Pasha, whom the President refused permission to make a speech, remained on his feet, declaiming his determination to speak in the name of the Fatherland. Pandemonioum ensued, and the President ordered the clearing of the Press and' public galleries. After the lights were switched off, Nahas began lighting matches to enable him to ( read a motion of no-confi-dence, which his supporters declared carried.
Meanwhile, the Senate, with three dissentients passed a motion expressing dissatisfaction with the present Cabinet, and asking the King to reconsider the situation. A Wafd meeting later decided to expel the President of the Deputies, Ahmed Maher. It is understood that further expulsions will be made.
